Ambassador Xu Feihong Attends the Ribbon-Cutting Ceremony for the Handing-Over of the Additional Items to the China-Aided Parwan Irrigation Project Rehabilitation Works

On September 27th, 2012, the ribbon-cutting ceremony for the handing-over of the additional items to the China-aided Parwan Irrigation Project rehabilitation works was held at the project site in the suburb of Charikar, Parwan Province. H.E. Mr. Mohammad Ismael Khan, Minister for Water and Energy, Mr. Abdul Baseer Salangi, Governor of Parwan Province and representatives of the local elders attended the ceremony. H.E. Mr. Xu Feihong, Ambassador of China to Afghanistan attended the ceremony and delivered a speech.

H.E. Mr. Mohammad Ismael Khan highly praised the tremendous effect that the Parwan Irrigation Project had on the economic and social development of Afghanistan and on the improvement of living standard. He stated that the successful completion of the Additional Items of the project would effectively enhance local energy supply and irrigation, and benefit around 100,000 people and 27,000 hectares of land. He expressed gratitude to the Chinese side for its selfless assistance and strong support, and said that the Chinese side had rich experience and advanced technology on water utilities, which were urgently needed in Afghanistan's case. The Afghan side would like to further expand the cooperation with the Chinese side in the relevant fields. He called upon local residents to work together with the Afghan government to correctly use and maintain the project.

Ambassador Xu noted that the peace, stability and development of Afghanistan were of prominent importance to Afghanistan itself and the regional countries including China. As a friendly neighbor and good partner, China was committed to providing sincere assistance to the Afghan peace and reconstruction. The Parwan Irrigation Project aided by China in the 1960s greatly improved the local livelihood and working conditions, and was long appreciated by the Afghan people. This project stood as a monument of the sincere friendship and good cooperation between the peoples of both countries. The Additional Items of the project again signified the profound friendship from China to Afghanistan. It was hoped that through common efforts, the strategic and cooperative partnership between China and Afghanistan would bear more fruits.

Contracted by Jiangxi Water and Hydropower Construction Company, the Additional Items of the Parwan Irrigation Project were started in December, 2010 and finished in June, 2012. With a total investment of 23 million RMB, the Additional Items were aimed at recovering old construction and unblocking the channels.
