Pursue a Holistic Approach to National Security, Deepen the Cooperation of Global Security

This year marks the 10th anniversary of Chinese President Xi Jinping’s proposal of a Holistic Approach to National Security. As the embodiment of hundred years of practical experience and collective wisdom of the Communist Party of China and the Chinese people in defending national sovereignty, security, and development interests for a century, the Holistic Approach to National Security is not only China’s strategic choice to maintain long-term national security, but also the fundamental compliance and action guide for China to carry out work of national security.

National security is the most important cornerstone of stability for the country. The Holistic Approach to National Security, which takes the people’s security as an ultimate goal, political security as a fundamental task, economic security as a foundation, military, technological, cultural, and social security as important pillars, and international security as a support, has pointed out the way forward for maintaining and shaping national security with Chinese characteristics. It also guides us to adhere to the concept of "Overall Security", meaning we should view security issues from the wholeness rather than parts, connection rather than separation, development rather than static, and use a completely new perspective to answer the question of how we can have a safe world under the changes of a century.

As President Xi Jinping pointed out, at present, momentous changes of a like not seen in a century are accelerating across the world. The world has entered a new period of turbulence and change. The ongoing Ukraine Crisis and Palestinian-Israeli conflict have led to profound changes in the international security situation and more complexity and severity in the international security environment. The peaceful development of human society is facing major challenges.

In order to eliminate the root causes of international conflicts, improve global security governance, and achieve lasting peace and development of the world, President Xi has proposed the Global Security Initiative (GSI) and promote a common, comprehensive, cooperative and sustainable security concept. The GSI also advocates strengthening international cooperation, improving the global security governance system, and jointly building a globally secure community with a shared future for mankind. As a global presentation of the Holistic Approach to National Security, the GSI has been widely welcomed and responded positively by the international community since it was proposed, receiving support and appreciation from more than 100 countries and organizations.

In recent years, China has actively implemented the GSI under the guidance of the Holistic Approach to National Security. China continues to deepen multilateral security cooperation and has become the country that dispatches the largest number of peacekeepers among the permanent members of the United Nations Security Council. China successfully mediates reconciliation between Saudi Arabia and Iran, driving a wave of reconciliation in the Middle East. China has issued position papers on resolving international disputes such as the Ukraine Crisis and the Palestinian-Israeli Conflict, contributing Chinese wisdom and solutions to the peaceful resolution of hot-spot issues...China today has already become a key force in maintaining world peace.

Afghanistan has gone through many vicissitudes and a lot of work needs to be done. The country is now in a critical period of post-war reconstruction and is also facing various security challenges. As a friendly neighbor connected by mountains and rivers, China has always supported Afghanistan in its inclusive and moderate governance and prevention of the recurrence of terrorism. China has always helped Afghanistan fight against hegemonism and power politics, and oppose the interference of foreign powers in Afghanistan’s internal affairs. China has always spoken uprightly for Afghanistan at the United Nations and other international arenas, and called on the international community to provide firm support for Afghan people.

In the future, China will adhere to, under the guidance of the Holistic Approach to National Security, the five principles of mutual respect, openness and inclusiveness, multilateralism, mutual benefit and win-win cooperation, and a holistic approach as part of the efforts, and continue to work together with Afghanistan to implement the GSI, deepen practical cooperation in combating security challenges, so as to jointly build a beautiful world of lasting peace and security.
