Wang Yi on the Three Principles on the Political Arrangement for Afghanistan in the Future

On September 7, 2019 local time, State Councilor and Foreign Minister Wang Yi briefed on the Chinese side's views on the current situation in Afghanistan at inquiry when jointly met the press after attending the third China-Afghanistan-Pakistan Trilateral Foreign Ministers' Dialogue in Islamabad, Pakistan.

Wang Yi said, for some time, the United States (US) and the Taliban have made important progress in negotiations and reached principled consensus on the peace agreement. Despite various uncertainties in the current international situation, the Afghan people finally hear the pace of peace getting closer and closer. This year marks the 100th anniversary of Afghanistan's independence. The cessation of war and the achievement of peace have always been the common will of more than 30 million Afghan people and the shared aspirations of the region and the international community. At this special moment, we call on the US and the Taliban to continue to advance negotiations, implement the agreements, fulfill the promise of troop withdrawals and counter-terrorism, and let the seeds of peace take root.

Wang Yi said, the fate of Afghanistan should be decided by the Afghan people. Adherence to the principle of Afghan-led and Afghan-owned is the only way to realize peace and reconstruction in Afghanistan. We call on the Afghan factions, including the Taliban, to focus on the interests of the country and the people, seize historic opportunities, initiate internal negotiations in Afghanistan, reach a future political architecture that is acceptable to all factions, and join hands to open the door of reconciliation.

The Chinese side believed, the political arrangement for Afghanistan in the future should follow the following three principles:

First, it should have broad representation and inclusiveness to make all factions and ethnic groups in Afghanistan equally involve in the political life and share state power. Achieving this will build a united political foundation for the future of Afghanistan.

Second, it should unswervingly stick to counter-terrorism and never let Afghanistan once again become a haven for terrorist organizations. Achieving this will maintain a stable security for the future of Afghanistan.

Third, it should follow a foreign policy of peace and friendship, thus to live in peace with various countries in the world, especially with neighboring countries of Afghanistan, and play a constructive role in regional peace and stability. Achieving this will forge a favorable external environment for the future of Afghanistan.

Wang Yi said, China, as a friendly neighboring country and sincere friend of Afghanistan, will continue to firmly stand with the Afghan people to contribute to the reconciliation and reconstruction process in Afghanistan.
